Примечательно, что частично оно реализовано в американском законодательстве, есть заметное количество важных законов, которые самоотменяются, если их явно не продлять. Но надо использовать этот подход ширше.

Date: 2014-01-23 08:09 pm (UTC)У Джефферсона было плохо с арифметикой. At that point the previous generation is 42 years old. Но допустим, что senility starts at 40. В этот момент новому поколению всего 19, и оно еще недееспособно.
Проблема с таким подходом в жуткой неэффективности законодательного процесса: на пересмотр существующих законов на предмет продолжения их срока действия каждые N лет будут уходить годы. Впрочем, если целью Джефферсона было чем-то занять законодателей, чтобы они от безделья новых дурацких законов придумывали как можно меньше, то я его понимаю.

Date: 2014-01-23 08:52 pm (UTC)Кстати, да, и объем законодательства окажется ограниченным :-) Но на самом деле ведь если отношение к какому-то закону не поменялось, его можно быстро проштамповать в неизменном виде. Только небольшое количество законов меняется с каждым поколением.
